This was evidenced on my boat by the simple fact that even with all breakers off, the ELCI would trip.  This was easy to demonstrate, but not so easy to find.  The demonstration of the problem was to use an ohmmeter and look for any continuity between the neutral (white) and the safety ground (green).

it's needed on the older 500 series which have a fuel outlet near the top of the tube, above the element if you dont' use the spacer. teh racor insteructions included with elements show a picture of the filter, looking from the top, if the the tube at the bottom has flat top surfaces, you need the spacer. if it's not flat, you dont' need it.
