NIST was publishing papers on two way time transfer in 1980: http://tf.nist.gov/general/pdf/192.pdf Much of the early GPS timing and design work was made quite public in various FCS papers in the 1970's.

In the past I have advocated the use of 2 or 10 micron filters in the primary filters, IF the secondaries were difficult or nearly impossible to change while underway. That said, I am inclined to think that such filters are hard on some lift pumps and should not be used if practical.

The fiber optics were analog in this case and rated from 30 hz to 10 Mhz at 1 volt P-P. We had to attenuate the signal going into the transmitter and we had to amplify the receiver. Our run was around 400 feet. The signal to noise ratio was somewhere around 55 db.
