With the supplied software (mine dated 2016-May-10, but that may have been the install date) setting the frequency is simply typing in the frequency in Hz, clicking "Find" and clicking "Update". I've tried a whole variety of random frequencies (e.g. 123.456789 MHz) and the device locks within a few seconds.

For an oven, you can expect a heating current that then dies of as it stabilize temperature, and for output you notice if you have any and if it is in any vincinity of 10 MHz. If it doesn't stabilize, increase voltage and let sit again. Give it at least 15 min on each setting.

to usrp2 setting the center frequency at 1590 MHz, one using sc16, fs 25 MHz and the other sc8 wireformat fs 50 MHz; regardless of the spike at 1600 MHz (10 MHz off the fc) which I don't know why it shows up on both spectrum (I can interpret the spike at the center frequency as dc component but don't know about this one); so it looks like for the sc8 the spectrum

Mine goes down to about 10 steady-state. If it's doing this, your heater is OK. Another possibility is a dead -2500V HV power supply. If you have a manual, there's a way to check that without an HV meter. If not, let me know and I can write up the procedure for you.
