What's the best Windows 10 ntp client?

A Windows 10 PC is only powered up while we are there, so on around 2-4 hours per week.  Does anyone have any thoughts on what might be the most suitable software to run on our Windows 10 PC to set the time correct?

This math is the same as multiplying 10 MHz to 10 GHz. What this method avoids is using very tricky-to-use frequencies. And I suspect much cheaper. The HP8662A had an interesting PLL synthesizer where they had 10 notch filters for the first 10 harmonics of the sampling frequencies. This minimized phase shift within the loop bandwidth that detracted from phase margin. I designers of the 8662 definitely know what they were doing.
