If you insert a flat screwdriver and pry the top up exactly opposite that bulge, you can get the silicone to release and it's then relatively easy to see where the snaps are. Apply force. If you have compressed air, pull off the bottom label, pull the green seal off the breather hole, and apply compressed air.

If you go to the Waterford NY website you can view the Visitor Center webcams. Currently the water is up to the top of the seawall but it is receding.

From Steve Broker (Cheshire): 02/26/12 - Woodbridge, Konold's Pond from West Rock ridge top (2:20 P.M.) -- 2 fully adult BALD EAGLES flying together high over Konold's Pond and (less high) over West Rock. Also, 2 Trumpeter Swans continue (Day 22), feeding in northeast corner of Konold's.
