I think what we are discussing is the special case use at the top level that doesn't create a new scope. I.e. all other uses create a new scope but the top level doesn't because people have used it to group global variables. If it did create a new scope they would no longer be global and would not be accessible outside the block.

We then declare that anything designated for others has been divested/given, that we did not stray from any commandments, and that we have not forgotten (26:13). Why would we have to declare that we followed all the commandments and that we did not forget? Wouldn’t one imply the other?

TWL: Single engine performance of twin engine boats

I'm of the mind that a good engine will run forever given the proper care and feeding so I've started looking for a single engine trawler, 40-50', and, not being willing to die for my beliefs, would like some kind of get home engine.

Unfortunately he did not add any size to the boat's rudder to compensate for all his earlier modifications. The net effect was that when the boat went down into a wave troff the boat tended to broach to one side or the other (flip a coin - not predictable). The boat could also not be backed into a slip easily despite the bow thruster.
