The Governance Commission suggested a restructuring of TOPS to give all students a flat grant amount, capped at the same level for everyone, rather than tied to the cost of tuition at an individual school.
"We remain opposed to any efforts to cap TOPS. We think it is an important program that has been very successful," Jindal said Wednesday.

It appears that the problem is that there is

COA Website - poor performance

This morning around 10am our COA website performance became really slow, sometimes unreachable, and sometimes showing errors. Coincidentally, this occurred while Cynthia Ehlinger and I were making important changes to the website (more to come but significant updates applied).

Its relatively easy to measure mixer phase noise:
All one needs is a low noise preamp plus a sound card a 90 degree hybrid
(or a suitable length of coax and a splitter) and a low noise source.

Has anyone made the trip from Birmingport to Mobile? I know many have run
the Tenn-Tom, connecting with the Black Warrior at Demopolis on your way to
Mobile. I have a 24' Pontoon boat with a 70 Evinrude. I want to make the
trip in July. I plan to put a tarp over the boat on a PVC frame to keep us
dry.
