Has anyone seen or used an Invitation to Negotiate for a public-private partnership agreement? Our County is trying to install broadband to unserved and underserved areas of the County. We are wanting to get proposals from multiple Internet Service Providers ("ISP's") to install middle-mile and last-mile broadband fiber.
