This case was related to the previous EO litigation from the first Trump administration and the judge overseeing this litigation is the same one that handled the prior case. You will see that the decision finds the exact same legal issues apply to this EO as to the last one related to so-called sanctuary jurisdictions issued in 2017 and that the plaintiff cities/counties are likely to succeed on the merits that the EO is unconstitutional.
