Finally, I've found an answer to the question as to whether, under the
Rules, a vessel under oars is considered a power-driven vessel. I cut and
pasted the answer to this question from a page from the Navigation Center,
US Dept. of Homeland Security, US Coast Guard.

*13. Where do Kayaks and Canoes fit into the Navigation Rules? *Kayaks and
Canoes are a vessel under oars and are addressed specifically in Rule 25

Ultimately, the issue of whether a vessel under oars is the give way or
stand-on vessel would fall to what would be required by the ordinary

The text Rudy included is actually a quote from NAVRULES FREQUENTLY
ASKED QUESTIONS at https://www.navcen.uscg.gov/?pageName=navRulesFAQ#0.3_13

In reading the post I was a bit unsure about what part of the post was a
quote and what part might have been Rudy's text. The two paragraphs
(above, in quotes) are from the Navigation Center site.
