Mike below points this very useful tidbit out (Thanks Mike!), but when
I did it, I called a few days later to verify receipt and they did NOT
have it.

So I sent it again.

Since Skype makes calling 800 #s into USA free, it cost me nothing,
but I suggest you do call if you do not get an email back saying they
have it.

Oh, yes, if you have a digital camera, print out the document, sign
it, take a photo, and send the jpeg in as an attachment.

I did that and they accepted it.

If you want to go the extra step, you can change a jpeg into a pdf,
but I did not bother.

in an email to: nvdc.pdf.filing@uscg.mil ....

[demime 1.01d removed an attachment of type application/pkcs7-signature which had a name of smime.p7s]
