Quick question about a resident of a city who believes his water bill was excessive for a month. This persons water bill has generally been around $80.00 per month, but he had a bill that was over $300 for one month. He has provided evidence that to the council that the month it was high, he was out of town for around a week, states he had family checking his house for him and there were no leaks reported by family or neighbors. His bill returned to normal the following months. Myself and the business manager are concerned that if we allowed him not to pay the bill, there would be an influx of people coming forward saying their bill is wrong, and I was thinking there were some statutes that did not allow for this, although I have not been able to find anything specific. The business manager believes the most likely scenario is that this man's children accidentally left water running and are not telling him this. It especially seems odd that his bill has returned to normal after he returned and there has not been another high bill like this for him since. Is there any statutory language about what a city can do on a bill like this? Generally our city will work with people on payment of high bills, but this person is requesting that he not have to pay the bill at all.
