You want the latest versions, which are sometimes on the developers web
site. But, you can start tracking them down by just putting the name of the
PDA tool into the google search engine. You might add the word "freeware"
to the search strings.
There are several major web sites that specialize in freeware, once you hit
them you will find most of this stuff.
They usually have a link to the developers web site where you can download
the latest version.
If you want to do a general search try: "freeware" "PDA" "PALM"

I don't think I have found all the useful PDA tools but there is quite a
bit of freeware and then there is a LOT of shareware and low cost stuff to
choose from.

The standard place for all Palm software is www.palmgear.com.  Every
developer I know puts their stuff there.

www.handango.com is another popular place for PDA software.  This includes
Pocket PC and Smartphone platforms too.

By the way, I finally got my hands on a Windows Mobile for Smartphone device
after having only used emulators for the last year.  This is an incredible
platform.  I'm really excited about it.  My Audiovox SMT5600 cost only $169
and is a full PDA + cell phone in a normal cell phone size (it's really
pocket sized).  The hardware blows me away.  I haven't been this impressed
with a handheld device like this for a very long time.  It connects with GPS
devices perfectly.

If anyone is interested in learning more about these new types of
Smartphones, email me and I'll forward you an article that I just wrote with
loads of screen shots.
