"I had developed a little fuel weep in my Starboard fuel tank. This is the
original tank on a 1986 Krogen 42, hull #99. This was more of a nuisance
than a problem."
I wonder why the new coating was not taken to the top including the top
itself.
If the top was rusting so badly so as to drop rust scale to the bottom of
tank?

Yes, we found some rust particles on the bottom of the tank along with the
other goop. As a practical matter, the fuel is hardly ever at the top of the
tank. You need to leave some space up there for expansion and not fill it so
much that it shoots out the vent line! It will slosh up there though when
the tanks are "full" and you're underway. I'll post some pictures and the
article over on www.trawlerforum.com in the "Power Systems" category.
