Web Extension Dictionaries on ATN

Hi all,

WE Dictionaries are now supported on ATN. Additionally, all legacy
dictionaries were migrated. New versions with the suffix 'webext' were
uploaded as you can see
https://addons.thunderbird.net/en-US/thunderbird/addon/us-english-dictionary/versions/.

The list of significant (>100 users) dictionaries that couldn't be
migrated is just 4, listed here

The total that weren't possible to migrate is just above it, but most of
them have 0-1 users and are clearly abandoned.  Migration was based on
the known language codes on ATN, so dictionaries that didn't have a
clear target locale in their file names were not migrated.

Note for reviewers: These newly added versions don't require review or
approval confirmation.
