The way that the rope manufacturers make rope soft, when they bother to care
to, is that they steam the fibers before they are spun into a rope.  Very
soft rope is steamed several times during production.  That sort of
pre-shrinks them so that they do not get hard, or at least they don't get
nearly as hard as cheap rope with age.  There is actually a MIL-SPEC that I
call out when I buy rope at work that defines the softens of the rope.  (I
don't have it here, but I can get it if anyone needs it.)  You might try
steaming, under pressure if possible; but I'm not hopeful that you will be
able to soften this rope up.  A pressure cooker seems to help a bit, but not
much.

We used to throw out thousands of dollars of rope regularly, only because it
was too hard to work with.  Since then, I have been specifying soft rope in
accordance with this MIL-SPEC, and our riggers have been much happier.  When
they are happy, they throw out much less rope.
