Contaminated fuel

We are considering the purchase of a lightly used Oceania 35.  It has
essentially been laid up for the last five years with fuel tanks half
full.

We dropped it in the water on the weekend and it flashed up immediately
only to die a few minutes later.  After pressuring the owner to let me
drain the Racor the fuel that came out was black (suspect heavy algae
growth).

I told him the deal was off until the problem was solved.

The problem is that he is indifferent to the sale (likely to just put
the boat back up on jacks at the end of the summer) but I am still
interested but don't want the hassel of the fuel problem.

I know that in the south this is a common problem and there are
companies that can look after it.  In this area I think you are on your
own.

Considering that the boat is in an essentially isolated area, no large
marinas around, does anyone have a suggestion how to drain the fuel and
clean the system.

Practical suggestions appreciated.
