DOH!

Repeatedly unclear.  I'm using the 10MHz ouput of the gpsdo for the
counter time base.  I'm adjusting the 10MHz output of the PRS-10.

why not let the PRS-10 set itself using the
1PPS input and an appropriate time constant?

I'm still unclear about the interactions between a gps disciplined
PRS-10 and manual tuning but since the conceptual point of the Rb is
hold-over I want to be sure the frequency parameters are tuned for the
current state of physics package.
