That syndrome (which we experience every spring) is almost surely fuel
varnish obstruction someplace. I know you have stated that you cleaned
everything but I would replace the jets (if they are replaceable) and double
check the carb (clean with real carb cleaner) and look onto every orifice

holes, float, etc.). Air sprayed everything clean. Reinstalled.
