I also observed the Brown Pelican between 8:30 and 9:00 mostly to the south of Buoy #1, feeding on the U.S. side. In addition there is a report of a Red-throated Loon between the train bridge and the Underwater recovery unit. This location is south of Bowen Road on the Niagara Parkway.

The bird is being viewed now sleeping on a green buoy on the American side.
I'm parked at the end of Bowen Rd in Fort Erie.

A navigation chart can be found on the noaa web site. The chart number is 14832. It shows the Canada/U.S. border and the buoys.
Observed from the Niagara Parkway close to the end of Bowen Toad. There is a pull off on the river side.
