This is not new. From personal experience I know that the Security
Control of Air Traffic and Navigation Aids (SCATANA) plan has been in
existence for over 30 years

While these examples are primarily aviation related, the same thing
exists for marine navigation aids and has for decades. Nobody thought
it would ever be used till 9/11. Worked better and faster than expected
also!
