I am planning on chartering a boat in the Virgin Islands in a couple of
weeks and have been looking at USVI and BVI forums recently. When I first
read this I was very skeptical but after doing some research I have come to
believe that this is for real.
They have passed a law in the USVIs that every person must wear a PFD when
a recreational vessel is "on the water". Boat US has a note about this in
their November issue. Here is a copy of the bill that went into effect in
October. I wonder if we will see more of this

The way I read this is that a vessel for charter is a commercial vessel and
exempt from this rule which applies only to Recreational vessels.

I read the PDF you gave us and all I see is Mandatory wearing of the PFD's for anyone 17 and under. Did I miss something??
