How to free stuck piston rings

Kathy K's Perkins 4-236 consumes 1 qt, of oil about every 30
hours.  When I bought the boat the engine had 400 hours since being
rebuilt with a long block and now has 800 hours.  This oil
consumption seems constant.  In every other aspect the engine works
fine, little smoke at startup, no oil sheen on exhaust discharge.

The only thing I can think of is that the engine was run too slow
before I bought the boat and that the rings are gummed up.  Has
anybody had any experience freeing up stuck rings with an oil additive?
