TWL: European taxes on visiting boats

Does anyone have any experience with the tax situation in Europe?  A
friend of mine is taking a Florida registered boat to Europe and he
believes that he has to pay VAT, or it's equivalent, to an EU country if
he stays in the EU for more than 60 or 90 days.  Apparently everyone
moves their boats to North Africa or Turkey if they are going to leave
them for any length of time.

Hi Steve,

No, that's incorrect about the VAT in EU.  A boat (under foreign
flag/registration) could stay max. 12 months without custom clearance.  At
that time, it could leave for international waters and return for another
12 months period.  I've carried out such a manoeuvre (together with the
Customs) for 21/2 years.
