Ambulance Membership Agreement

Hello All,

I wanted to see if any of your municipalities engaged in a membership agreement with the City ambulance service. What I mean by that, is citizens being able to pay a yearly fee to have their ambulance fees covered in the event they use an ambulance. Our local director for the ambulance believed the previous city attorney did not think it was something the city could do, but I have not spoken with him yet on why he thought that. I am just wondering if that is something any other municipalities are doing and if so, if anyone has a sample agreement, or can point me to what cities have done that so I can look at any ordinances that may need to be passed to do so.

This program has been around since 2009. I attached the current contract , but essentially, if you don't opt out, they will include a charge on your utility bill.  They also adopted a corresponding ordinance (see Ch. 6, Article II of their City Code).
