Everything so far sounds right to me. You have taken on water somewhere.
Perhaps the fuel fill O-ring on the deck are missing? The problem with slow fuel
filling and odd levels, I have had on a boat before. It seams that, on one of
my previous boats, the tanks were made with no openings for air and fuel to
move between the baffles in the tops of the tanks. This caused a large air pocket
in the rear of the tank even though the front was full. The tank had to be
removed and re made. BIG problem for me. I hope it is not the same for you, but
keep it in mind. By taping the sides of the tanks you can "sound" if this is
your case. Mine was gas and gave no easy cure. But Diesel might allow you to
put in an air manifold on the top of the tank connecting blocked sections. Let

If I recall correctly, this was a new tank installation. Sounds to me
like the tank installer used water to check the tanks to make sure
there were no leaks and did not succeed in removing all of the water.
Just a thought.
