 are you trying to say that, it takes input file as audio, but you havent mentioned the format type ? and also 
 GSM, PCMA, PCMU  , but this codecs needs to be converted again to play ?
Still the picture is not clear to me. can you be more specific about the format and how does it transfer.  and does pjsip uses IPSEC Protocol which uses tunnel to protect the data, if yes, how ?
wanted to know, a indiviual module, so that i can use it in other applications.

GSM, PCMA, PCMU .. I doubt mp3, but you could just use some library for that and/or use mplayer/vlc/lame/ … to convert it on the fly
 
There is a sample program – I think it’s called streamutil.c which can take a file (or audio device) and stream it.
