On December 23, Pa. L&I published the 2024 bidding threshold at $23,000 for these municipalities and municipal authorities, with associated statutory cites:
See 53 Pa.B. 8005. The latest League Link (see the attached email) provides a link to the complete listing, which includes numerous other public entities. There are variations from this amount for some of the other entities. For example, the bidding threshold for Parking Authorities (53 Pa.C.S. § 5511) is $31,400. There is no listing for First, Second, and Second Class A municipalities. Perhaps someone can explain why this is.

On December 23, Pa. L&I published in the Pennsylvania Bulletin, the 2024 bidding threshold at $23,200 for these municipalities and most municipal authorities, and $12,600 for the threshold for quotes. 53 Pa.B. 8005.
In response to a few very technical questions, and to clarify using the County Code for illustrative purposes, County contracts “not in excess of the base amount” of $23,200 do not need to be bid. 16 P.S. section 1801(a)(double negative in the text). In plain English, this means that contracts over $23,200 are subject to bidding. Who writes this stuff?
And of course for County contracts at or below $23,200, “written or telephonic price quotations from at least three qualified and responsible contractors shall be requested for “all contracts in excess of the base amount” now of $12,600. 16 P.S. 1801(b). Of course, all does not mean all; if the contract is subject to bidding, the rule for price quotations is not applicable to “all.” Again, who writes this stuff?
As municipal solicitors, you will want to check your specific code. The Third Class City Code is written in a similar manner. You all know your Codes. In the Pa. Bulletin, the following statutory cites were provided:
