My understanding is that the US is letting Canadians (and permanent
residents?) in by air but not by road, and presumably not by boat, other
than essential commercial traffic. Canada does not allow anyone in from the
US except for Canadian citizens and permanent residents and essential
commercial traffic, whether by air, road or boat. There are some exceptions
for family reunifications and under stringent circumstances to allow people
to drive from the lower 48 to Alaska. These controls are in place until
November 21, but are very likely to be extended.
