Hi Scott,
We haven't used OCENS, but have used Buoyweather and really like it. They
have many, many buoys in Mexico (including the Sea of Cortez) and on South,
with full forecasts for each. I believe the subscription is $69.00 a year, and
you can sign up online. Seems pretty reasonable to us!

I don't believe that there are any weather buoys in Mexican waters.
"Weather Buoy" presents information for "virtual buoys" where real buoys
are not located.
