A member is interested in getting referrals to legal counsel that can advise City staff, with oversight from the City Attorney's Office, about how to go about developing and adopting a disadvantaged business enterprise program in awarding its contracts. Ideally, legal counsel would also be able to advise and offer guidance about related efforts to increase participation of racial and other minorities in City programs and activities without running afoul of applicable federal law.
