For electronic charts of the Sea of Cortez, you might try Captn Jacks.
They advertise both "SoftChart CoastPak CDs" and "Passport World Charts CD"
of this region in their catalog (Catalog #4).  The SoftChart CD is listed
as "Region 100: San Diego, CA to Acapulco EC-9100C" and the Passport CD is
listed as "Region MX0031S: Mexico: Baja California EC-MX31S*".  The maps
adjacent to these listings reflect that the CDs include charts of not only
the Pacific coast of Baja, but also the Sea of Cortez.
