Filing Mechanics Liens

Good Morning:

I have a municipality that provides its own electric service and when a new addition is being constructed, the municipality builds out the electric service for the addition and then charges that to the builder. We now have our first case of someone deciding they don’t want to pay that, after everything has been installed. I’m thinking that the best way to address that will be through a mechanics lien, but I wanted to make sure that there wasn’t a better idea out there before proceeding that direction.

Has anyone else ever dealt with something similar to this in a way other than with an mechanics lien?
