As most of you know the issue of compliance with "the Plan" has been fraught with controversy and discussion over the years. If I remember correctly Charles Haar wrote his seminal piece on compliance with the plan back in the 50's yet here we are today continuing the battle to determine whether zoning or other land use approvals must comply with the Plan.
