VENICE - Free overnight boat docking in Venice will soon be a thing of the
past, once the City Council passes new rules prohibiting night stays at Higel
Park, near the Venice Inlet.

The council on Tuesday gave preliminary approval to the new hours, which would
limit docking to between 6 a.m. and midnight. One more vote will be required
before the law takes effect.

The change will bring the dock in line with regulations that affect the 12
other public docks in the county.

It also will please private marinas that charge for dock space along the
inlet, and make city plans to open a paid mooring field nearby more
attractive.

Police officers also said the 18-hour time limit for boats to dock at the park
is impossible to enforce and encourages overnight stays.

"With this improvement we'll have the tools to enforce the rules and
regulations on that dock," said Phil Phillips, marine patrol officer for the
Venice Police Department. "We're not trying to run people off our docks. We're
just trying to gain control."

The pending change drew one critic at the meeting. Gary Budway, a former
sailor and local tax activist, said the move could put boaters in danger
during emergencies if they were counting on docking overnight at the park.

Phillips said law enforcement can use discretion to waive the rules for
emergencies. Steve Harner, owner of a nearby marina at the Crow's Nest
restaurant, said he also allows boats to stay overnight for no charge if they
are in trouble.

"We're wide open and accommodating in the case of necessities," Harner said.
"We are available and will certainly continue to be."

For cruisers that must drop anchor to afford to stay on the water these free
docks are essential for groceries, hardware, and a nice meal in a restaurant.
Please encourage this community to be a friendly cruisers dock.
