Sale of town real estate to internet provider vs. private resident?

Counselors:

My town owns a small piece of real estate inside town limits. It would usually have minimum value.

However, an internet provider wants to make the location the hub of their service. That would make highspeed internet available to the whole town. We currently do not have that service. Of course the town wants to sell to the internet provider. The sale price is not an issue.

Now a private resident who owns adjacent property also wants to buy the subject real estate.

Does anyone have experience dealing with this variation on selling town property? I greatly appreciate your advice.

Instead of selling it, why can't you enter into a long-term Lease?  That way if it ever ceases to be used for the internet provider you can terminate it and do something else with the property, like declare it surplus and receive competitive bids.
