Can't speak directly to the inflatable question, but we owned and used a 2 HP Honda on both a "Fatty Knees" type dink, and a 550 lb O'Day Javelin 14' sailboat for many years, and found it quite adequate even pushing the sailboat in the face of 15-20 knot winds and waves in an open river situation.
I'd guess a 2-hp Honda would be OK for that inflatable, as long as the conditions were reasonable, and you are content to go slow.
The motor itself was great. Absolutely bulletproof, and easy to start and move around.
