Can't speak directly to the inflatable question, but we owned and used a 2 HP Honda on both a "Fatty Knees" type dink, and a 550 lb O'Day Javelin 14' sailboat for many years, and found it quite adequate even pushing the sailboat in the face of 15-20 knot winds and waves in an open river situation. I'd guess a 2-hp Honda would be OK for that inflatable, as long as the conditions were reasonable, and you are content to go slow. The motor itself was great.
