It's that time of year again when I need ideas for students who are
interested in doing research papers.  Let me know your suggestions.  The
papers will be somewhere between 20 -35 pages in length and are required
to be focused on state or local government law issues.  In the past,
some have been quite good.  If you have specific topics we can have the
student contact you directly and discuss the development of the issue to
make sure we cover the topic properly. Chuck

Webster Groves has been very interested for a number of years on how to recover lost tax revenues from ongoing land losses to the not-for-profit and tax exempt university in our town.  We understand the positive impact of those employed the university and utility taxes, but given the police, fire, public works and planning burdens the university adds to the city, some payments in lieu of taxes would be appreciated but are vigorously denied.  Other than voluntary PILOT agreements, is there any other effective way of offsetting those losses?
