I understand that some out of Florida state boats have been ticketed for
not registering, in Florida. The Motor Boat Act of 1972 requires a
minimum 60 days principle use before registration is required.
The USCG enforces the MB Act of 1972 and a written complaint to them
should result in some action as they are obligated by law to respond to
a complaint. And they would find it difficult to ignore a violation of
the numbering law, even by some state officials.
They might not want to have to follow up on this, but a written
complaint is real hard to just bury. Just be careful to give them a case
which is so egregious, like a couple of days use, that there is no
question about the state violating the Act.

Some additional clarification.
A Documented vessel, which does not have a state registration, in full
force and effect, from it's home state is on slippery ground, when
visiting in states like Florida which require registration, for such boats.
