I have xul files in a jar file. and I give the reference to it in
chomre.manifest as below:

However, if I unpack the files and keep the xul files under 'content'
folder and modify the chome.manifest file as below, then I do not see
the issue:

Why is this happening only in Thunderbird 60 when its working fine in
pre-Thunderbird 60?

Looks like something changed in loading overlays from a JAR file.
