Hello, my name is Helmut Starr and I am the City Attorney for Webster
Groves, Missouri.  We are one of the oldest suburbs to St. Louis,
Missouri, and are an "inner ring" suburb that was incorporated in 1896.
Webster is known for its stately, turn-of-the-century, frame homes built
on large lots, and its preservation of that atmosphere.  At the same
time, Webster has a number of neighborhoods that offer entry-level
housing and two very viable business districts built on small shops and
restaurants. The City is home to Webster University and Eden Seminary,
which together combine to take up a substantial amount of land mass.

Webster University, in particular, has had substantial growth of its
campus in the past 15 years and has bought up several blocks of
residences that have been taken from the tax rolls, which is the primary
point of friction between the University and the City.
