Hello, my name is Helmut Starr and I am the City Attorney for Webster Groves, Missouri. We are one of the oldest suburbs to St. Louis, Missouri, and are an "inner ring" suburb that was incorporated in 1896. Webster is known for its stately, turn-of-the-century, frame homes built on large lots, and its preservation of that atmosphere.
