The cover does not have to be some elaborate, fiberglassed or
custom-made battery containment system.  A simple piece of plywood
covering the tops of the batteries will work.  All your surveyor wants
is to prevent any possibility of a dropped metal object, tool or part
falling upon the terminal posts.  ABYC requires that all 12 volt
positive connections be protected from possibility of accidental
contact.  Of course the batteries must also be secured so they cannot
shift in rough conditions.  So the requirement to secure the batteries
combined with the requirement to protect the terminals usually means a
overall containment system.

In my boat, the only covers over the tops of the house battery is the
plywood floorboards of the engine room.

True.  And a some penetrating epoxy soaked into the plywood will protect it
indefinitely from the battery acid that will inevitably get on it.
