My recollection is that human powered is NOT power and are considered (NOT
in the rules) to be stand on against everyone. This applies to swimmers,
kayaks, canoes, rowboats, SUPs - everything human powered. I can't find
anything referenced in the Nav Rules (COLREGS or Inland Rules). Google
isn't giving me any results for case law, US or international.
At the risk of citing common sense, it seems to me if you run down a
kayaker under sail or power and end up in court you are screwed (<-
technical term).
