It would be great if he FCC would change the rules to accomodate boats, but in the interim, you might just tell the Direct TV folks that you are an RV and don't bother to tell them that it happens to be a boat.

can get all the feeds except when in NY or LA? Or does it mean that if
you are a resident of NY or LA you must provide a registration to get
connected??

No. There is this special feed for mobile use called: Mobile DNS Package
Distant Network Feeds (as it says on my bill). Costa $4.68/month.
