University Cities Introduction

Good morning all,

My name is Jim Szymalak and I am in my fourth year as an assistant professor teaching public administration and directing the legal studies program at the University of Wisconsin-La Crosse.  Prior to my career change, I was a senior Army civilian personnel policy legal advisor at the Pentagon for 15 years, after having served as an Army judge advocate primarily advising on the law of military installations.

As a public administration professor involved with city government, I walk in both worlds, so this group is of great interest.  The City of La Crosse has approximately 50,000 residents, with roughly 17,000 full-time students across three campuses.  Landlords and the Tavern League exert great influence, so our specific pressing issues concern affordable/quality rentals, parking, and alcohol issues.  Our state legislature has significantly pre-empted cities to the benefit of landlords, and legislators are currently pushing back on criminalizing 1st offense drunk-driving (yes, we are the only state where it is just a civil citation).  Locally, the Tavern League jut defeated an ordinance that would have banned all-you-can-drink bracelets (students typically pay around $6 to drink all night).  I am new to IMLA and looking forward to hearing how others are dealing with similar issues.
