Nature Abhors a Vacuum
Nature abhors a vacuum, especially at the Nyack Boat Club. With care, the Board of Governors is acting slowly and responsibly to make our Club as open as possible without putting members at risk for the Covid-19 virus. However, the Board has left it up to the Fleets to determine which activities they will support and encourage. For obvious reasons the Cruising Fleet hasn’t scheduled any meetings to elect officers, plan any cruises, discuss potential social events, or debate racing agendas or scoring rules. When the Covid-19 pandemic started the best plan of action for the Cruising Fleet was felt to be to stay in place, tread water, and see what happens. Would the Club open up this year? Would there be any racing? What form would everything take? Should we pay Fleet dues this year? If the HRYRA races are cancelled, can’t we use our 2019 PHRFs? We are still watching and waiting to see what will happen. Many cruising boats have made the personal decision not to launch this year, some cruisers have expressed a desire to go on an extended cruise rather than race, and most racers I’ve talked with have decided to minimize their crew numbers in the interest of safety.
However, some members have taken it upon themselves to make decisions for the Fleet without the traditional, and requisite, input from Fleet membership. I don’t believe there is any malice in these decisions, but I do believe the Fleet members should be able to discuss and debate what will happen, especially with regard to the racing program. The Race Committee has issued the traditional Notices of Race and Sailing Instructions for 2020. That’s their job and they do it well with input from the Cruising Fleet when needed. But the racing schedule and scoring rules have been e-mailed with, as far as I can tell, little or no input from the membership. Who is making the decisions that will affect the Cruising Fleet?
Some examples of problems I’m having with the messages we’ve been getting on 2020 racing and scoring:
Sailing in the dark - the Wednesday Night sailing season has been extended to September 23rd, the fourth Wednesday of September. Many years ago the Board of Governors, based on legal counsel, could not sanction Wednesday night racing after sundown. The reasons were based on safety and increased risk. Has that legal advice changed? Sunset time at the end of September is 10 minutes after the Non-spinnaker division start, so racing in the dark is guaranteed. In the past the Cruising Fleet has recommended starting Wednesday Night racing after Labor Day one hour earlier than usual. With many folks working from home now because of the corona virus, starting at 5:00 or 5:30 should be possible. Also, life jackets should be mandatory 30 minutes after sunset regardless of conditions.
Sunday racing shorts – with only five races scheduled in June and July, why are there two throw-outs? What about Sunday racing in September and October if racing is scheduled by the Club?
Cruising Fleet Champions/ Club Awards – identifying a Cruising Fleet Champion last year using the Cox-Sprague high point method of scoring was a complete failure for the Cruising Fleet. There were three major reasons the scoring was a failure. The first was that HRYRA racing results were used to determine the Nyack Champion of Champions. There were 28 home races at Nyack and 27 away HRYRA races. Composite scores determined the winners. Thus 50% of the racing, and winning a Club award, depended on competing in non-Nyack events.
The second reason the Champion of Champions concept was a failure was because the Cox-Sprague scoring depends on how many boats you beat, and the HRYRA divisions, composed of six Hudson River clubs, can produce more racers than at Nyack. More racers = more points. Most of the points come from beating non-Nyack members. Should you win points for an annual Nyack Club award for beating other boats at Chelsea? The bottom line is only those racers who competed in HRYRA events could make enough points to be eligible for the title of Champion of Champions. In order to win, you had to enter HRYRA events, pay big bucks $$ to register, and get your boat and crew as far north as Kingston. Obviously only the bigger boats can do this. Where was the Fleet fairness in that?
Statistically, 16 boats raced at Nyack during the season – 7 in the spinnaker division, and 7 in the non-spinnaker division, plus 2 Shattemuc visitors. Six Nyack boats raced in the HRYRA races, five from the spinnaker division. Of these six boats, one boat raced in all 27 HRYRA races, one boat raced in 16 HRYRA races, and one boat raced in 8 HRYRA races. These were the three boats that took 1st, 2nd, and 3rd in the Nyack Boat Club annual awards, aka Champion of Champions. Obviously participation in HRYRA events was a prerequisite to become a Champion of Champions in 2019. Should the Nyack Boat Club championship awards go to those who compete the most at non-NBC events?
The third reason the Champion of Champions concept was a failure was because of the emphasis on HRYRA and Champion of Champion racing -- no Cruising Fleet awards were given by the Club in 2019 for 1st, 2nd, and 3rd place in the Spinnaker Division, or 1st, 2nd, and 3rd place in the Non-Spinnaker Division. The 1st place Fleet winners are memorialized on the wall plaques in the meeting room going back to 2006. We should not ignore the annual winners of the two Cruising Fleet divisions in preference for big boat HRYRA racing. The data are available, but we did not present these awards in 2019 for the first time in fifteen years. We should return to that tradition so that smaller boats, especially in the Non-spinnaker division, can win Club awards too.
Recommendations for 2020
Include Cruising Fleet members in racing decisions, especially with regard to programs and scoring rules.
End official Wednesday Night racing the first Wednesday in September, or start Wednesday Night racing at 5 pm (first gun) on September 2, 9, 16, and 23rd.
Extend Cruising Fleet Sunday racing every other weekend during September and October until Closing Day.
Keep the scoring, and the scoring rules, simple.
Due to the abbreviated racing season, don’t allow any throw-out races this year. Let every race count.
Use either the low point USSA scoring system or the Cox-Sprague high point system, but don’t use both. It confuses the racers and turns folks off.
The annual Club awards should go to the overall winners of both the Spinnaker and Non-spinnaker divisions determined by adding up all of the composite racing scores for the season (Wednesdays, Sundays, Regattas).
Nyack Club awards should not include HRYRA racing results. If you want to give awards that include HRYRA racing results then those should be Fleet, not Club, awards.
Scratch the idea of a single Cruising Fleet Champion of Champions. This encourages the elitism of big boats to the detriment of smaller boats, and the concept of getting a diverse group of racers to come out and have fun.
Don’t put the spinnaker and non-spinnaker groups in competition with each other by encouraging a Champion of Champions.
Thanks for listening and reading this far.

Subject: [Members] More NBC PHRF Racing -- Wednesdays and Sundays
Calling All NBC Cruising Fleet and PHRF Racers (and Friends):
This week inaugurates our 2020 PHRF Racing Series with the first Wednesday Night Series Race on June 24th (Sailing Instructions https://drive.google.com/file/d/1mxL_tmKYVeqTLeLtTt_m77ZMfVlYU8Zy/view?usp=sharing ). Sunday racing starts July 5, with two events, Shattemuc's Pedlow Cup in the morning (10:30 a.m.), and our first Cruising Fleet Sunday Summer Short Series race that afternoon (1:30 p.m.).
(Note, the Club is in the process of adopting additional rules and requirements for all NBC-hosted racing this season, including a liability waiver required of all racing participants to protect the Club. Look for information from the Club on the specific rules and process for compliance.)
Hope to see you on the race course! Send questions and comments. -- Tony Martin, Cruising Fleet Scoring
Wednesday Night Series (starts June 24, 6:30 p.m.) 6/24 Forecast: 9+kts SW, mid-80sF, mostly cloudy, low tide 8:25 p.m. , sunset 8:30 p.m.
Everyone knows this series. For 2020, the Cruising Fleet and Open Fleet are co-sponsoring the series. Spinnaker and Non-Spinnaker. We had eight boats practicing last week, and expect to see 10 or more for the 2020 Series inaugural race. (Racing RSVP https://docs.google.com/spreadsheets/d/1vCJDPFq9XnLp1dY8F4UwUKFOccMt_rATW8ATxR8k2UQ/edit?usp=sharing -- see who's racing, who needs a 2020 PHRF, including you. NBC Crew List https://www.nyackboatclub.org/crew-list if you need crew.)
Pedlow Cup -- Shattemuc (starts July 5, 10:30 a.m.)
The purpose of Shattemuc's Pedlow Cup series is to encourage sailors who don't usually race, or crew who don't usually skipper, to come out for a fun morning of racing in a single Non -Spinnaker division (read about the Pedlow Ideal http://www.shattemucyc.org/wordpress/wp-content/uploads/2019/05/PedlowIdeal2019-.pdf ). Eligible participants are Shattemuc members and NBC members, special award for best performance by a non-Shattemuc participant. Usually consists of races on the three Sundays of Memorial Day, Independence Day, and Labor Day, so far July 5 (Independence Day) is on the schedule. Last year, we had several NBC boats cruise to Shattemuc on Saturday night, breakfast at the dock, and then join the Pedlow start at 10:30 a.m., with several dashing down river for the NBC Sunday start. (PEDLOW CUP NoR/SI https://www.shattemucyc.org/wordpress/wp-content/uploads/2020/06/Pedlow-2020-NOR-SI-Final-.pdf ).
Sunday Summer Short Series (starts July 5, 1:30 p.m.)
Based on member feedback, and the further challenges of the 2020 season, we've reduced the Sunday racing series to five (5) Sundays in July and August. Members told us that a series that required committing most Sunday afternoons was too much -- tough to find crew (especially if also racing Wednesdays), or that Sundays were also for family sailing, social sailing with friends, and cruising. Although the RC will have a PHRF start every Sunday at 1:30 p.m. (anyone can come race for fun on any Sunday), members who want to compete in the series need only commit every other Sunday afternoon in July and August, starting with July 5th. (Note, we have a minimum of two throw out races; we expect to get two races in each Sunday, so no penalty for missing a Sunday). A great opportunity to race with family, try out new crew, try a new skipper, race short-handed, etc.

Here are all eight pages of the 2020 Cruising Fleet Scoring Rules. https://drive.google.com/file/d/1L79p0emMZBuqr20gI1DFU4FmvoxQBlr8/view?usp=sharing In the meantime, here's a chart summarizing what most racers (and would-be racers) need to know. In all series, the boat is scored, not the skipper, so your skipper may vary from race to race.

Dear Cruisers,
At last. Welcome to 2020 at the Nyack Boat Club!
The Cruising Fleet would like to see if we can get some interesting things going for what is left of this glorious Summer for those with boats floating and those with boats not floating.
It would be most helpful if you could let me know if your boat is, is not, or when it will be moored at NBC.
As this short season is flying by, please respond asap.
