Connecticut has a very weak endangered species act. I won't quote details off the top of my head, but I'm sure someone else will be able to provide more information.

Basically, the act was unable to prevent the construction of Rentschler Field on top of what was found during the approval process to be perhaps the state's best grassland bird site. We're now looking at Uppies etc. on what's left of it.
