Normally, I don't pass along unreported decisions except when the case seems like it might offer some insight into an issue. The case I pass along now, I hope will inform those who defend public employees on when not to file an appeal. In this case the court discusses why an appeal of denial of qualified immunity is frivolous based upon the facts in the case. The court retained jurisdiction to award sanctions.
