Your accipiter in question is a juvenile Coopers Hawk.
A juvie Gos would be much more stocky, more heavily streaked including on
the undertail coverts, and would have a much more obvious pale
supercilium.
The unevenness of the tail bands you mentioned is only applicable when
viewed from the top of the tail, not below. When viewed from the top youd
also notice pale fringing around the bands in a juvie Gos.
