The 2021 Digital Equity Act (DEA)

Covered Populations

The DEA defines specific “covered populations” to prioritize serving. Which
covered population groups below do your participants represent?

individuals who live in households with an annual income that is at or
below 150% the federal poverty level

Measurable Objectives

Every state receiving DEA funding is required to draft a State Digital
Equity Plan within a year of receiving their planning funds in fall 2022.
The State Digital Equity Plan is required to have measurable objectives for
documenting and promoting the following aspects of digital inclusion for
covered populations:

the availability and affordability of broadband access (fixed and
wireless)

the online accessibility and inclusivity of public resources and services

digital literacy (defined as “the skills associated with using
technology to enable users to find, evaluate, organize, create, and
communicate information”)

awareness of, and the use of, measures to secure the online privacy of,
and cybersecurity with respect to, an individual

the availability and affordability of consumer devices and technical
support for those devices

Taking into account the covered populations, measurable objectives, and
impacts that align with your organization’s work, use data (as relevant) to
make a case for the needs of your participants and to demonstrate what your
organization can offer in terms of expertise and solutions.

Administering Entity

The state’s “administering entity” is responsible for managing and
subgranting out DEA planning and implementation funds. While administering
entities are required to collaborate with key stakeholders (including State
adult education offices and nonprofit organizations representing covered
populations) throughout the DEA planning process, we recognize that in
practice, every administering entity may operate differently.

Identify the administering entity in your state:


Ask for a copy of the DEA planning application that the administering
entity submitted

Ask for further information on the administering entity’s DEA planning
process and timeline

Identify how your work and expertise fits into the DEA planning
application and activities listed

Offer your work and expertise as a DEA-aligned resource at the planning
and/or implementation table


Collaboration

Who can you work with to support and amplify your advocacy efforts for both
your participants and your community at large?

Other organizations and community anchor institutions

State and/or local advocacy organizations

State and/or local coalitions and associations

Other digital inclusion service providers and supporters (see this starting
list https://www.digitalinclusion.org/affiliates/)

State and/or local digital inclusion coalitions (like NDIA)

State and/or local offices

Broadband and other technology providers

Other stakeholders in your community (e.g., research institutes,
employers)
